The UNESCO International Institute for Educational Planning (IIEP-UNESCO) welcomed Pauline Rose as its new Chair of its Governing Board during the 64th session held in Paris, France on 11-12 December.
Pauline Rose, Director of the Research for Equitable Access and Learning (REAL) Centre in the Faculty of Education the University of Cambridge, brings a wealth of experience to her new role. Previously, she served as Director of the Global Education Monitoring Report.

The Director, and Members of the Board, thanked the outgoing Chair of the Governing Board, José Weinstein, for his dedicated service. They also welcomed new member Fernando Reimers from Harvard University, who was appointed by UNESCO Director-General Audrey Azoulay.
This year’s Governing Board took place against the backdrop of a challenging global context, marked by conflicts, climate change, displacement, widespread inequalities, and constricted global funding. The presentation of IIEP activities during the Governing Board also showcased the array of projects and strategies to leverage the impact of educational planning and management globally.
In 2023, IIEP-UNESCO’s project portfolio comprised of 87 projects in 58 countries – of which 74% were concentrated in Africa, 41% in countries in fragile situations, and 70% in least developed countries. The year also saw nearly 60 training activities, engaging more than 1,460 participants of 90 nationalities, and 50 new publications.
2023 also marked the 60th anniversary of IIEP-UNESCO, and a quarter century for its Office for Latin America and the Caribbean. The Symposium on the Future of Educational Planning in November gathered some 1,400 participants online and in-person in Paris, France.
Building on this momentum, IIEP-UNESCO continues to advance toward its strategic objectives, including a new IIEP global campus and website for 2024, a reinforced commitment to ensuring a gender lens as part of six thematic priorities, a renewed focus on innovative policy development and implementation, and a strengthened foresight function with a new series of Strategic Debates on key planning and management issues.
