Since May 2020, she is the Executive Officer of IIEP-UNESCO’s Office for Latin America and the Caribbean.

Her responsibilities include supporting the Executive Director in the strategic planning and monitoring of the project portfolio. She also oversees the implementation of monitoring and evaluation activities in all lines of work, contributes to the articulation of joint work with other UNESCO offices in the region, and promotes gender mainstreaming.

Mercedes holds a degree in International Relations from the Pontificia Universidad Católica Argentina, and a Master's degree in Strategies and Technologies for Development from the Universidad Complutense de Madrid and the Universidad Politécnica de Madrid, Spain. She participated in international seminars for leaders as a Liderlatam scholar at Harvard University and as a Fulbright scholar at the University of Massachusetts, USA.

She has extensive work experience in the Argentine public sector, in strategic planning and management of international cooperation projects in various public agencies. In her last position, from 2015 to 2018, she served as International Relations Coordinator at the National Institute of Social Services for Retired and Pensioners of Argentina, in charge of the area of financing and international cooperation. In recent years, she has specialized in the generation of multi-stakeholder partnerships and systemic innovation for sustainable development. In this field, during 2019, she was a consultant for the Center for Innovation in Technology for Human Development (itdUPM) in Spain, working on projects for the Madrid City Council and the Ibero-American General Secretariat.
